Landscape Law comes into effect

As of Sunday the Landscape Law comes into effect in Poland to regulate what has been described as chaotic use of outdoor advertising in public space.

The new law stipulates new criteria for what constitutes illicit banners and billboards, which are subject to multiple penalties.

A fine for an illegal banner can reach the 40-fold standard advertising fee to be set by local councils.

The regulation is designed to speed up the process of removing unauthorised hoardings and enable the authorities to penalise those who commission illegal distribution of learaflets.

Displaying moving pictures along roads and mounting any sort of visual effects on advertising media will also be banned.

The landscape law was signed by former President Bronislaw Komorowski in May.

"We should take care of aesthetic values and spatial order. I’m very glad that a law that many Poles have been waiting for now comes into effect. According to all surveys most Poles are concerned and sensitive about whether they live in a nice or ugly environment," Komorowski said

The new law obligates provincial governments to conduct landscape audits to define priority landscapes and once these are defined, provincial assemblies will be able to set legal standards for the height and shape of buildings. (mo/jh/rk)
